Punjab approves slew of measures for welfare of workers

A series of meetings were held under the aegis of the Labour Minister, Punjab, Bhagat Chunni Lal in which a number of issues concerning Punjab Labour Welfare Board and Punjab Building and Other Construction Workers Welfare Board were taken up and approved after thoughtful deliberations.


According to a Government spokesperson, awarding of tenders in newspapers for the computerization of the work of Punjab Labour Welfare Board was approved. Also okayed was a proposal to educate people about the welfare schemes of the board.


In another measure sure to benefit the registered workers’ children, a sum of Rs. 5000 annually was approved for classes 9th till 12th, 15000 for graduation and post-graduation, 15000 also for ITI/Polytechnics/Other technical studies and 30000 for engineering/medical courses.


Further elaborating, the spokesperson said that approval was given to give a registered beneficiary worker will get Rs. 21000 per annum for daughter’s marriage and if the beneficiary is female worker herself then she will get the assistance. In case of a beneficiary worker having total disability, he/she will be eligible for Rs. 2 lakh assistance and same amount per person in family and per disease for the treatment of hazardous diseases.


This was also brought before all present that PUDA had given a green signal to the modern welfare centre to be constructed in Mohali by the Punjab Police Housing Corporation and tender has been awarded. 


After this, another meeting was held concerning Punjab Building and Other Construction Workers Welfare Board. In this meeting, the issue of giving bicycles to the children, studying from 9th till 12th standard, of registered workers was deliberated and it was decided to form a 3 member committee which will visit the plants of HERO and ATLAS companies and submit a final report after consultation with the heads of these.


According to the spokesperson, during the meeting the matter of starting 'Punjab Sarv Sehat Bima Yojna' (PSSBY) in a proper way was debated upon between the officials of Labour Department and Punjab Health Systems Corporation. Also, Technical Education and Industrial Training Department made a presentation regarding upgrading the skills of registered construction workers and providing vocational education to their children. For this purpose Bhaskar Foundation New Delhi, Sushil Bahuudeshi Shiksha Sanstha Nagpur, ILFS New Delhi, Labour net Bangaluru and G & G Skills Developers Panchkula will make the efforts to train the workers at Mohali, Jalandhar, Ludhiana, Ropar, Amritsar and Bathinda.


Divulging more information, the spokesperson said that for the purpose of constructing labour sheds and night shelters, 14 sites have been allotted to Punjab Police Housing Corporation, 10 to Local Bodies and 2 to Public Works Department.


During the meeting it was brought to the fore that LIC in its modified parameters has asked another sum of Rs. 125.75 crore to be deposited in the pension fund whereas a sum of Rs. 75 crore has already been deposited in the fund earlier. So, it was decided to deposit Rs.35 crore for the time being. This will benefit 25000 workers and total 110000 workers will be issued pension membership certificates.


It was also agreed in principle to allow the registered workers the facility of getting their houses repaired once every 3 years but since the matter has been sent to the Government for its nod, implementation will be as per the decision. The spokesperson also said that tilldate 41271 registered workers have been given a total of Rs. 2345.51 Lakh under different welfare schemes.


During the meetings, Labour Commissioner Mr. Harbhupinder Singh Nanda, Assistant Labour Commissioner Mr. Harish Nayyar and Secretary, Technical Education and Industrial Training Department, Mr. R.K. Verma were also present.
